Quick answer
A lift's emergency phone must let a trapped passenger speak to someone who can get them out, and it must keep working in a power cut. The analogue line that has been doing that job stops working on 31 January 2027. Because the replacement has to survive a building-wide power failure, it usually cannot be your office broadband - the standard answer is a self-contained mobile (GSM) lift line unit with its own battery backup. I put lifts and alarms at the top of every switch-off plan we write, and lifts are the more clear-cut of the two. With an alarm there is a genuine conversation to have about grades and risk appetite. With a lift there is not much of a conversation: somebody is stuck in a metal box and needs to talk to a human, and that has to work when the power is off. Everything about the replacement follows from that single requirement. Why the lift line is different from every other line
Every other analogue line in your building can, in principle, be replaced with something that runs over your internet connection and accepts that a power cut means no service for a while. The phones go quiet, someone gets the mobiles out, business carries on.
A lift cannot work that way, for an obvious reason: the most likely moment for someone to be trapped in a lift is a power cut. A solution that fails in exactly the scenario that creates the emergency is not a solution. That is why lift emergency communications have always been treated separately, why the old analogue line suited them so well - it carried its own power from the exchange - and why replacing it needs more thought than replacing a desk phone.
The second difference is who is responsible. If your phones are down for an afternoon, that is an inconvenience. If a lift's emergency phone is not working and somebody is trapped, that is a health and safety matter with your name on it.
What is actually required
Passenger lifts are required to provide a means of two-way voice communication from inside the car to a rescue service that can respond, and that communication has to remain available when normal power is not - which is why lift emergency units carry their own batteries. The specific standards and maintenance regime are your lift company's territory, and they will specify what your installation needs. Rather than paraphrase standards, ask them to tell you in writing:
- what the emergency communication path is today and what it depends on;
- what the compliant replacement is for your specific lift;
- how long it will continue to operate on battery after a mains failure;
- how the unit reports its own faults, so a dead line does not go unnoticed;
- who answers the call at the other end, and whether that arrangement changes.
That last point catches people out. Some lift phones dial a monitoring centre; others dial a mobile or an office number that may not be answered at 7pm on a Sunday. The switch-off is a good moment to fix that if it is wrong, because you are paying for an engineer visit anyway.
Why you cannot just put it on the office broadband
Three reasons, and they compound:
- Power. Your router, switches and any adapter all stop in a mains failure. A lift emergency phone must not. Even with a UPS, you are betting a trapped passenger's ability to call for help on a battery somebody remembered to test.
- Dependency on your IT. Broadband faults, router reboots, firewall changes, an IT contractor rewiring a comms room - all normal events that would silently take a safety-critical phone out of service.
- Silent failure. A lift phone that has stopped working looks exactly like a lift phone that is working. Purpose-built units supervise themselves and report faults; an improvised setup does not.
The same reasoning explains why an analogue telephone adapter is not the answer here either. It is a reasonable way to keep an ordinary handset or an undemanding device going, as we cover in keeping your existing phone system, but it inherits every one of the three problems above. Do not let anyone solve your lift line with an adapter and a shrug.

For most UK businesses with one or two lifts, it is the first row. The unit is designed for the job: battery-backed, self-testing, and independent of everything else in the building.
The catch nobody plans for: signal
Lift motor rooms are often in basements. Lift shafts are concrete and steel. Mobile signal in both is frequently poor and occasionally nonexistent - and a mobile-based lift phone with no signal is not a solution, it is a fault waiting to be discovered at the worst possible time.
So insist on a signal survey at the actual location of the unit, not a coverage map for the postcode. Where signal is marginal the usual fixes are an external aerial run to a better position, a multi-network SIM, or occasionally repositioning the unit. All of these are routine - but they add cost and, more importantly, they add time, because the survey has to happen before the order.
This is the single best argument for starting early. A survey that finds a problem in September gives you months to solve it. The same survey in December does not.

The pattern is the same as with alarm signalling: the constraint is skilled engineers' diaries, not equipment availability. What it costs
Expect this to be the largest single one-off item in a typical business's switch-off, and budget for it accordingly. The shape of the cost is a one-off charge per lift covering the unit, installation and commissioning, plus an ongoing monthly charge for the SIM connectivity and any monitoring or answering arrangement. An aerial installation, or access equipment to fit one, is extra.

If you have several lifts or several sites
Two things change. The per-lift cost usually improves when you do them together, so get one quote covering the estate rather than site by site. And sequencing becomes the main risk: you want one schedule covering the surveys, the installs and the line ceases across every building, with somebody owning it - the discipline we describe in migrating multi-site and multi-line businesses. Lifts are the item most likely to be forgotten at the site nobody visits often.
Check the answering arrangement per building too. A trapped passenger in an unstaffed unit at 9pm needs the call to reach someone who can actually attend, not a reception desk that closed at five.
Six questions to ask your lift maintenance company
- What does our lift's emergency phone use today, and is it on an analogue line?
- What are you proposing to replace it with, and how long does it run on battery after a mains failure?
- Have you surveyed the mobile signal at the unit's actual location, and do we need an aerial?
- How does the unit report its own faults, and who is notified?
- Who answers the emergency call once this changes, and is that arrangement appropriate out of hours?
- What is the one-off cost per lift, the ongoing monthly cost, and the earliest engineer date you can commit to?
Ask question three explicitly. It is the one most often skipped, and the one that causes the delays.
