A German mobile roaming in the UK still displays +49 15/16/17. Calling it back is an international call even if the person is in Britain this week. Personal numbers in Germany also include some 0156 / 0157 / 0162 / 0163 ranges that look unfamiliar next to a UK 07 - they are still German mobiles, not a different country.
Ghost calls and other +49 scam patterns
German consumer advice (Verbraucherzentrale and similar) has a name for the one-ring call: Geisteranruf. Your phone rings once, a +49 number sits in Recents, and calling it back is the product. The UK name for the same trick is Wangiri. Ofcom's international missed-call warnings apply whether the code is +49, +33 or +234.
A second pattern is a live or recorded call that claims to be a UK bank, HMRC or a delivery company from a +49 number. Genuine UK organisations do not call from Germany. Hang up; use 159 for a UK bank.
Spoofing exists in both directions. A number that looks like a tidy German mobile is not proof of who is on the line.

A WhatsApp call from +49 is an account registered to a German number. Fine if you know them; a common opener for "wrong number" investment chats if you do not. Silence unknown callers in WhatsApp, and never send money or codes because a +49 WhatsApp call asked.

- Don't call back a one-ring "ghost call". A real caller leaves a message.
